Mandate of the Department

» The Hill Areas Department is the Administrative Department for the two Hills Autonomous Councils namely Karbi Anglong Autonomous Council and North Cachar Hills Autonomous Council.

This Department ensures the proper functioning of both the Councils including implementation of the various development programmes. Thirty Departments have been entrusted to the Autonomous Councils. It is the responsibility of the Department to see that these Autonomous Councils function effectively under the control of the Hill Areas Department.

There is a Commissionerate with the Development Commissioner for Hill Areas at its Head. There is Assam Hills Small Industries Development Corporation under the administrative control of this Department.

Both the Autonomous Councils functions under the provision of the Sixth Schedule of the Constitution of India. The Assam Autonomous Districts (Constitution of District Councils) Rules, 1951 was framed thereunder for the functioning of the Hill Autonomous Councils. There are MoUs/OMs issued by this Department for the effective administration of the Councils.

 

» Organizational Structure

In the Hill Areas Department there is a Commissioner and Secretary as the controlling officers of the Department with one Deputy Secretary and two Under Secretaries.

There is a Hill Planning Board which is attached with the Development Commissioner for Hill Areas, Assam. The Chief Minister of Assam is the Chairman of the Hill Planning Board.

There is a Corporation under the control of this Department namely AHSIDC. There is a M.D. appointed by the Department.

Activities of the Department

The Hill Areas Department takes up proper and cohesive implementation of various development works undertaken by different Government Departments under the control of the Autonomous Councils. The Department also ensures review and monitoring through the Development Commissioner for Hill Areas Department.

Implementation of Schemes are carried out by the various Government Departments under the control of the Autonomous Councils as per budget allocation.

The Steps are taken for development of human resources who are working under this Department through programme of capacity building. Officers & Staff are sent to Assam Administrative Staff College for training on E-Governance accounts keeping etc.
