Message from the Hon'ble Chief Minister
I am happy to learn that Assam Administrative Reforms Commission constituted recently by the state government is launching a new website very soon. Through its website the Commission will be able to provide to the people a means of interaction to evolve ways and means for formulating suitable administrative reform measures for the state, to create public awareness and to elicit people's cooperation in the endeavours. I am sure, it will help the Commission to achieve the desired result in its efforts to tone up efficiency, responsiveness and total transparency in the administration. Foreword by the Chairman
Since the days of Vedas, Mahabharata, and Kautilya's Arthasastra, Good Governance has been recognized as the prime indicator for assessing the performance of a good ruler. After independence, Indian Constitution has codified the rights of common man for good governance through the provision of Fundamental Rights and Directive Principles of State Policy. The concept of good governance is a dynamic one needing periodic updating of the concept and institutions of governance. It is in this background, Government of Assam is setting up the Administrative Reforms Commission. We appeal to all for advice, suggestions and views so that the Commission could recommend pragmatic modalities for ensuring responsive, accountable, transparent and citizen friendly administration in our state.
