Implementation of the Report


Interim Recommendations so far submitted to the Hon'ble Chief Minister of Assam.

Part-I submitted on 22-04-03 containing the following recommendations:

  • Quick movement of files, Desk Officer's system,
  • Employee motivation & proper work culture,
  • Effective redressal of public grievances & furnishing information to the visitors to the Secretariat,
  • "Single-Window" facility for investors/ entrepreneurs,
  • Rationalization of Government Departments.

Part-II submitted on 20-08-03 containing:

  • Rationalisation of District/ Sub-Divisional level Committees,
  • Utilisation of Information Technology in Government Administration (E-Governance),
  • Decentralisation of powers up to Divisional level vis-a-vis strengthening of the role and powers of Divisional Commissioners,
  • Compilation of Annual Administrative Report by State Government Departments,
  • Mechanisms for Monitoring & Coordinating Self-Employment Opportunities in the State, and Redefined role for Employment Exchanges.

Interim Recommendations of Part I & Part II have already been accepted by the State Government and are in the process of implementation.

Part III submitted on 14-06-04 containing recommendations:

  • Revamping of Delivery System
  • Vigilance Set up for the State

Part IV submitted on 19-11-04 identifying:

  • The areas from which Government could withdraw from direct involvement so as to focus on the core sectors of governance and what should be the Government Policy for such withdrawal.

The Commission has in the meantime completed Functional Study of the following State Government Departments as per ToR 13. (I) Personnel, (II) Education, (III) Health & Family Welfare, (IV) Public Works Department, (V) Irrigation

Functional Study in respect of the following 8 Departments would be started from April 2005 - Agriculture, Veterinary & A.H., Fisheries, Public Health Engineering, Social Welfare, P & D and Panchayat & RD.
